[ Assigned ] Second Field Changed Evaluation Fails

The steps needed to reproduce this problem:
- From the Applications tab, click the Create App Link
- Click "Build an App" from the flyout
- Edit the Actions under the Save Event for the Page
- Find the Actions for the "New Application Partner Hosting - Help Text" Layout
- Open the first Action (a447358) to view the Field Save Actions for the "Infrastructure Model" Field.
- Enable the second Field Changed Evaluation (a447473) and expand it
- Expand the first Field Changed Evaluation and move the two Field Save Actions (a397911 & a397915) into the Then section of the Evaluation from step 6.
- Close the Action Manager
- In the Build an App popup, enter a name for the application
- Click the "Other Available Clouds" option in the Ribbon Layout
- Click the small cloud icon next to "Spaceballs the Host" in the List
- Click the Add Button
Describe the behavior you experienced:
When the Action that sets the Infrastructure Model Field (Action a447358) executes, the first Field Changed Evaluation (a396107) passes, but the second one (a447345) does not.
Describe the behavior your expected:
Both Field Changed Evaluations should pass.
Other Comments:
I ran through the process with logging on and didn't see anything that was setting the Infrastructure Model Field back to empty.
